Taking up various kinds of beauties such as natural beauty, artistic beauty, rural beauty and so on, what is the most distinguishable nature of the beauty of townscape? The author concludes that ritual character observed in beauty of manners must be the most essential in townscape. This seems to stem from the sociable nature of human beings. Townscape could therefore be considered as an expression of our sociable matters. Thus, townscape is characterized from the standpoint of the beauty of manners. Then, after discussing that the beauty of manners principally consists in "order" and "harmony", the procedures of townscape planning is proposed to take the following four steps: collection of the cognitive elements of towns; compilation of the context of towns; expression of local ad entity; and expression of beauty and feeling of life.
