Evaluation of the objectives of the Health Plan for Catalonia for the year 2000 JO - Medicina clinica A1 - Medina, Antonia A1 - MartÃnez, Vicenç A1 - Martinez, Daniel A1 - Tresserras, Ricard A1 - Prats, Ramon SP - 38 EP - 41 VL - 121 IS - Suppl 1 N2 - Background and objective: In 1991, The Departament of Health and Social Security (following OMS-European Region recommendations) published the Framework Document for the Development of the Health Plan for Catalonia for the year 2000. The objective was to evaluate the degree of achievement of the objectives for 2000 related to injuries produced by accidents and violence.Subjects and method: We have analized age standardized mortality rates following the direct method and the Study of Mortality Trends Produced by External Causes between 1989 and 2000. We also scrutized the injuries of group 17 of CIM-9-MC until 1998 and the acute conditions of chapters XIX and XX of ICD-10 for 1999 and 2000.Results: External causes mortality has decreased from 51.1 deaths per 100,000 inhabitants in 1989 to 38.1 in 2000 (25.5% reduction). The car-crash mortality in man ages 15-24 has fallen from 59.4 in 1989 to 38.8 in 2000 (34% reduction). The accidental falls mortality has decreased from 5.4 in 1989 to 3.2 in 2000 (40.6%). Finally the submersions and breathlessness mortality has decreased 52% between 1989 and 2000.Conclusions: All the objectives related to accidental injuries have been accomplished. Car-crash is the major cause of mortality. Therefore, there is a need of interventions oriented towards solving the problem, especially between young people. The evaluation of the majority of health objectives are based on global indicators of Catalonian population. However there are significant differences in variables like sex, age or socioeconomic status. A more accurated analysis of the epidemiological situation may provide lines of action more specific for the future.
