A comparison of the impact of planning, infrastructure, regulatory and financial measures shows different results for these measures. Planning measures will have little or no effect on the behaviour of people involved in the evening rush hour, as few will be able to decrease the distance between work and home. Major investments in infrastructure may help to deal with evening rush hour problems on some links. But even these costly and politically difficult projects only give partial and local results. In most cases, additional regulatory and financial measures are needed.
