N2  - New Zealand's position in the world economic order and the form of its state determine the limits and possibilities of state initiative. One such initiative-the Accident Compensation Act of 1972-has been something of a revolution in social policy, as it abolished the whole field of tort law with respect to accident injury, covers all accident-related costs for all citizens, and provides earnings-related compensation for all earnings lost. The paper analyzes how the act, first framed in the interests of monopoly capital, was reshaped through struggles both outside and within the state.<p />
