N2  - Scotland, England and Wales, and Ireland have each recently reviewed how licensing laws might influence the increasing levels of alcohol-related problems in each of these countries. Each legislature has arrived at somewhat different recommendations. Scotland may move towards liberalization, albeit within firm guidelines.
