One hundred forty two-year and four-year collegiate flight programs in the United States were surveyed from July to August 2004. The survey determined that 84% of the schools said that the September 11th attacks directly affected their collegiate flight program. Insurance costs were determined to have been greatly affected, with 86% of the schools reporting increased insurance premiums that pose a threat to their programs. Student flight costs were increased at 70% of the schools to offset the higher insurance and operating costs. The schools were also surveyed about general student enrollment, international student enrollment, security measures, student costs, and reduction of fleet size.
