It looks at the sectoral analysis of the problems, which was carried out by the two largest multilateral donors in these countries: the European Commission and the World Bank. The diagnosis reveals the contradictions and inadequacies of these policies. Finally, a contribution is made, suggesting the main conditions to be fulfilled to improve future ODA policies for road maintenance.
