It has an existential character. For many centuries the security issues have not taken the first place in the social reconstruction projects, as security was treated as a matter of God and fate and not society, powerless against the elements and plagues. Ennoblement of this value is inseparable connected to the lost of human being in the chaos of events, surfeit of information, relativism of values, change of the balance of power in the world economy end politics. Number of threats beyond the man control is growing. Nowadays the need for security becomes the state of severe lack and existential discomfort. The author presents ways of thinking about safety, interpretation and evolution of its perception from the earliest times to the present day.
