As a case illustration of batterer program regulation, the authors describe the Illinois Protocol for Domestic Abuse batterer programs and issues emerging during its implementation. The authors conclude that the dual criteria of accountability and victim safety resolve many inherent conflicts in seemingly competing perspectives.
