Conclusions are informed by the historical application of VOMD in cases of serious violent crime, exploration of the theoretical and value bases of such a policy, practical implementation of the policy to date, and preliminary evaluation of the resultant programs. This author recommends serious, thoughtful consideration of the transferability of Texas's VOMD legislation to other states.
