N2  - Urban transport sustainability is a shared challenge nowadays and many were the responses given to it in the very recent years. The paper, amidst the huge quantity of references and data around the subject, intends to face the problem from an original point of view: more and more detailed plans as well as sophisticated technologies are not enough (alone) to make transport system efficient and mobility management sustainable. Authors purpose clustering, training investments and development of organic relationships among local stakeholders as a key-action for the improving of competitiveness and smartness in urban contexts.<p />
