No empirical research has been conducted among the Malaysian and it is hoped that this study will contribute to the progress. This paper aims to evaluate the influence of environment - behaviour factor's towards safety culture development. Questionnaire survey and semi-structured interviews held among Grade G7 contractors ensure the richness of the data collected. The findings revealed a fairly weak internal environment of the organisations, which does not reinforce safe behaviours. Further, interviews among Senior Management, acknowledged their state of safety culture were contributed by the system established.
