During the 29th Olympic Games and the 13th Paralympic Games held in Beijing, if gas incident had happened, disasters would have not only affected the normal operation of the city, but also directly or indirectly affect the smooth holding of the Olympic Games. As local administrators, Beijing Municipal Administration Commission chose the Olympic competition venues, the Olympic training venues and contracted Olympic hotels and restaurants to be the most important areas. First, through the historical data analysis of domestic gas accident reports since 2000, gas accidents in Beijing can be mainly classified into five categories: as leakage; gas supply disruption and instability; fire and explosion; physical explosion; suffocation. Then, through identification of hazards in the sensitive areas under control, the fundamental information of the risk distribution of gas accidents can be grasped. Third, this research analyzed the vulnerabilities and controlling capabilities of gas accident, as well as the likelihood and consequence, to determine the level of risk. Finally, feasible countermeasures and solutions were proposed for the Beijing Gas Emergency Rescue Reserve Plan System.
