But in the 1990s, they based their anti-domestic violence campaign on a frame of "preservation of the family" because it was more culturally resonant at the time than a human rights frame. The results include passage of two legislative Acts, failure to implement as intended, and a continued search for a more effective frame. Ironically, the human rights frame has re-emerged as a possible solution.
