It stipulates that only licensed child care centres may operate and requires persons seeking to operate a centre to apply to the Director of Social Welfare for a license. In determining whether to grant a license, the Director is to look at the character of the applicant and the suitability of the premises, among other things. Further provisions of the Act authorize the Director to suspend licenses, to inspect premises and records, and to order remedial measures or cessation of operation. The Act also authorizes the relevant Minister to make regulations on a number of matters, including the duties, responsibilities, and qualifications of operators; the medical examination of children; the supervision of activities; equipment; records; reports; safety precautions; hygiene and sanitation; and fees.
