Plastic flow of a weak layer of soil in the lower portion of the embankment was responsible for the problems encountered. A soils investigation, slope indicators, and survey lines provided the information required to establish the movements taking place within the embankment. This information led to an understanding of the problem and design of proper corrective measures that allowed construction to proceed. After the movements were stabilized, the embankment functioned satisfactorily.
