Synthesis of a number of accident studies reveals that the total accident experience in construction zones increases from 2 to 119 percent during the period of construction. The literature synthesis also indicates that the increases in accident experience are highly related to construction activity. A study in one state shows that accident experience decreases dramatically when construction-zone traffic control practices are improved. The paper identifies methods by which more effective planning, design, and management of construction zones can improve traffic safety.
