N2  - This paper outlines the effects of snow and snow removal on four types of urban and rural highways that were studied in a 4-year project sponsored by 12 "snow" states and the Federal Highway Administration. The project identified and calculated such road-user costs as delay, volume and speed reductions, and fuel consumption; business costs included losses from such things as absenteeism, tardiness, and spoilage.<p />
