He explores the juvenile justice administration dilemma faced by Secure Training Centres (STCs), a detention facility in England and Wales introduced by the Criminal Justice and Public Order Act (CJPOA) 1994. Moreover , he says that trainee who is in custody of STCs will only be subjected to physical restraints as the last choice in preventing him/her from inciting another trainee.
