N2  - This report focuses on the function of safe houses used by human traffickers and smugglers by examining 8 internationally organized networks involved in these activities. Albanian, Bulgarian, Russian, Hungarian, Chinese, Indian, Romanian, Lithuanian, and Ukrainian internationally organized networks that operate safe houses in Eastern Europe are considered. The findings of the report on safe houses are compared with the findings on safe houses operated by Chinese human smuggling networks, as these networks are most often found in the literature. The findings suggest that almost all of the characteristics described in the literature on Chinese human smugglers are also found within Eastern-European safe-house structures. The 3 kinds of networks identified by the report include smuggling, sexual exploitation, and economic exploitation networks, which have different characteristics and operational strategies.
