N2  - This article considers, the history, changes, and current state of the problem of violence toward women in Japan. The civic code established in 1889 aimed to establish a similar relationship between the emperor and its citizens as the patriarchal family system of the warrior caste with its ideology of faith and duty to the clan and the family. Although Japan has gone through substantial changes in the past 20 years, the situation for women is not much improved. The Gender Equality Bureau of the Cabinet Office conducts domestic violence surveys periodically. Needless to say, individual support is important; however, also needed, are the strategic methods to address the structural problems. Researchers have conducted thorough investigations and concluded that accountability lay with the Japanese government and Japan's military. Sex slavery during the war, prostitute-buying tours, 'japayukisan', and human trafficking are essentially the same problem.
