Declining abilities of many governments to govern are increasing the chances for significant unrest in the third world. The United States consensus that once underwrote foreign policy is eroding, and it is unclear whether the public will sustain an active U. S. international role. There is a need for a new effort to rebuild consensus and seek a sustainable U.S. foreign policy.
