N2  - Many of those who study disaster began by responding to unexpected events. Other researchers became interested in disaster when they were present at a tragedy or when their communities were impacted. Both approaches to research have their limitations. A historical approach to disaster research can eliminate many of those problems. Though the world is changing, there is little evidence that human and organizational responses to disaster are changing.
