Other researchers became interested in disaster when they were present at a tragedy or when their communities were impacted. Both approaches to research have their limitations. A historical approach to disaster research can eliminate many of those problems. Though the world is changing, there is little evidence that human and organizational responses to disaster are changing. That explains the title; it suggests that munitions ships and meteors may be less far apart than would appear at first glance.
