In other words, it means a robot car that runs on its own by self-driving or self-driving system. Of course, the autonomous vehicle in this sense reflects the development stage of the autonomous driving system at present. In other words, the development stage of autonomous driving vehicles today is approaching the practical use of Level 3, which means limited self-driving automation, and in upcoming future we can looks toward Level 4, which means full autonomous driving. However, although the autonomous vehicle has made technological advances to the level 3, but various conditions and bases to accommodate it are not yet met on one hand, and on the other hand, there is a problem that the legal system leading to development is virtually not ready at all. In particular, the Road Traffic Act does not provide any conditions to operate the autonomous vehicles at Level 3, nor does it provide discipline directions or road traffic philosophy that can lead to technological development after Level 3. The purpose of this paper is to clarify the contents of the present road traffic law in order to accommodate the autonomous driving vehicles in the stage of Level3 and to prepare upcoming of the fully autonomous driving vehicles after that. Through this, this paper would like to suggest some improvements on the Road Traffic Act. For the first of all, it is necessary to establish a general obligation rule in the Road Traffic Law for the operation of autonomous vehicles. Next, it is to revise regulations on the driver's obligation in the Road Traffic Act to be suitable for the operation of the Level 3 autonomous vehicle. Finally, it is necessary to set up a new driver 's duty to create a new level 3 autonomous vehicle. In order to ensure the feasibility of this study, opinions of experts in this field were gathered and analyzed through questionnaires.
