For this purpose, we developed and suggested an organizational model based on expert opinions, along with the review of the limitations of the existing organizational models for post-disaster reconstruction including the recovery system after the Great East Japan Earthquake. It was found that a 10-year organization under the Prime Minister's office would be most appropriate for reconstruction of the damaged areas due to large-scale complex disasters. In addition, among the major issues that the disaster management organizations face, cooperative organizational characteristics and learning from disaster should be given priority.
