In 2014, the government announced comprehensive measures to prevent child abuse and child abuse by setting the protection system for abused children as a policy task. The contents provided concrete measures such as prevention and promotion of child abuse, early detection of abused children, establishment of a rapid response system, and strengthening of post management services through linkage with welfare institutions in the local community. In 2016, the government announced measures to prevent child abuse in the wake of continued child abuse crimes. The government announced measures focusing on such areas as rapid response and punishment that were lacking in the comprehensive measures, protection and support for abused children, prevention of school attendance, and strengthening of child abuse prevention system by life cycle. The government's comprehensive measures are based on an integrated system that advocates child abuse as an approach to child abuse that promotes early intervention and prevention programs and requires all support, including support for families, to be on a continuous basis. Which focuses on children and risk, and differs from a dichotomy system that focuses on rescuing children from danger in the event of child abuse. Prior to establishing comprehensive measures and preventive measures, we took a similar approach to child abuse and related bipartite systems. However, despite the change of the child protection system by applying the integrated system, The child abuse system still maintains a dichotomy system for each institution. In particular, the police are limited in terms of prevention and early intervention, and in the case of child abuse, they are still unable to actively respond to various restrictions in the field, so they are still responding to the dichotomous system. Therefore, according to the integrated system of child abuse, the police must change the awareness of child abuse, participate actively in child abuse prevention activities such as community policing for publicity, education, and prior recognition, We need an active response.
