Populations with access and functional needs are more likely than other populations to experience adverse health outcomes during an emergency. The three-county Appalachian District Health Department engaged a collaborative array of community partners to build an all-inclusive, all-hazards emergency plan. Tabletop and full-scale exercises demonstrated the plan's ability to meet the needs of community members with access and functional needs.
