N2  - The findings with regard to jitney enforcement efforts in New York City and their applicability to Dade County, Florida, are documented. The issues are remarkably similar in both places, although the origins and evolution of jitney service are different. Information is drawn from several printed documents prepared by the New York City Transit Authority (NYCTA) and its parent organization, the Metropolitan Transportation Authority (MTA) and from the interviews conducted in New York. The interviewees included representatives from NYCTA and MTA, the Amalgamated Transit Union in the borough of Queens, the offices of the mayor and of a congressional representative, transit and city police, a major legal van operator in Queens, and a consultant who has worked extensively in support of the jitneys. It is concluded that enforcement can work effectively if combined with service improvements or fare reductions. Integration of the jitneys into the public transportation network is a desirable long-term goal, although the means of integrating the jitneys are not yet clear. A successful resolution of the jitney issue will involve cooperation with the transit unions. Even if integration is achieved, there will still be a need for enforcement efforts.
