SP - 85 EP - 89 VL - 1068 IS - N2 - The use of accident rates as risk estimators, though widespread, presents a potential error. This may occur when the relationship between exposure and accidents is not linear (i.e., a decreasing derivative); then, an increase in exposure might be misinterpreted as leading to a decrease in accident risk. To obviate such error, a definition of risk as a triplet of exposure, accidents, and probability is presented. Accordingly, the risk level of a system can only be expressed in relation to a specific exposure level. The definition of exposure resulting from this definition of risk is simply any traffic situation from which the number of accidents can be estimated.
