N2  - The results are summarized of an origin-destination survey conducted to estimate external-to-external and external-to-internal trip tables of a statewide travel demand forecasting model. Costs and effectiveness of the interview technique and the mail-back postcard technique for collecting these data are compared, and the following topics are discussed: roadway selection, survey design, sample size estimation, field data collection, survey results, and survey costs. The results of the study indicate that the interview technique is appropriate for low-volume roadways, whereas the mail-back postcard technique is not cost-effective in these low-volume situations. However, in high-traffic-volume situations, with a good traffic control plan and a well-trained crew, the mail-back postcard technique can be implemented safely with no substantial traffic delays.
