Historical accounts of the code point to two important documents, the 1917 code and the 1921 code. The latter is 90 pages long, contains definitions for 40 terms and is divided into seven parts that contained a total of 126 rules grouped under 21 headings. However, the 1917 code did have sufficient depth and clarity that it could have easily served as the foundation upon which the 1921 code has been built. There are enough similarities in the language used in each document to support this assumption.
