N2  - Factors that influence social utilities of urban traffic are analysed, the social utilities of urban traffic which include vehicle utility, human utility (including non-vehicle utility), government utility are studied, the connection of all the factors mentioned above is discussed. To maximize the social utilities of urban traffic is a complex systematical project, therefore all the factors must be taken into account.<p />
