The accident and mortality rates in 12 urban districts were significantly lower than in 9 rural counties (P < 0.01). Of 1967 accidental deaths, the main responsibility in 39.20% belonged to drivers, and that in 36.81% belonged to the persons riding bicycles. And 32.27% accidental deaths were caused by the drivers from other provinces.
