N2  - This paper gives an overview of accidents involving young drivers and of the measures already implemented, planned or under discussion in the European community to reduce their risk of accident involvement. There are some differences between member countries in the regulations with respect to the definition of vehicle categories and the admission of people to use these vehicle categories. These are reviewed. The measures introduced or planned in different countries to reduce the accident risk of young drivers are described. A distinction is made between regulations governing the admission of drivers and vehicles, measures concerned with driver training and testing, driver improvement courses, road safety education, policing and technical matters. Statistical data on accidents in individual member countries is provided with particular emphasis on a detailed presentation of the younger age groups. Changes in vehicle stock are taken into account through a comparison of the years 1970 and 1980. <br><br>RESULTS of research into the reasons for the particularly high accident rate for young drivers are also given.
