To achieve higher seat belt use, a law is needed, but a prerequisite for a working law is public acceptance, which means a prelaw use rate of at least 20%. Attitudes that need to be changed if the use of restraints is to be increased are noted. Comments are also made on the use of restraints by children. Scope for improvement of contemporary restraint systems are discussed.
