It states that the recommendations made by international organizations usually go no further than what the country with the least demands can accept. It points to the need in Europe for agreement with regard to speed limits, obligatory use of seat belts, obligatory use of helmets, regulations dealing with the use of alcohol and drugs in traffic, driver training, and medical prerequisites for a driver's license. In conclusion it is stated that harmony as regards traffic regulations in Europe is not to be expected within the foreseeable future unless extraordinary measures are taken.
