N2  - This study explores the potential benefits and barriers to implementing automated speed enforcement programs in the U.S. It begins with backgound on the implementation of automated speed enforcement and looks at the potential safety and financial effects of the programs. Legal restrictions to the implementation of automated speed enforcement in the U.S. are next discussed. The study then focuses on stakeholder support, followed by an evaluation of key program design considerations. These cover issues such as owner or driver liability, manned or unmanned systems, mobile or fixed systems, visibility, location, enforcement thresholds, program maangement, and revenue distribution.<p />
