In the late 1980s, Canada's railway safety regulatory regime was deregulated, leaving the interests of Canadian railway workers, the Canadian environment, and the Canadian public inadequately protected. Canadian Parliament must try to restore to Transport Canada or an equivalent independent body rail safety regulatory and effective enforcement power, if confidence in Canadian railway transportation safety is to be restored. The author argues that government should take back from the railway industry self-regulation and other safety obligations.
