N2  - The US national emergencies of 2001 were notable for public health messages that often disregarded principles of risk communication. We conducted a pilot study of techniques used to create public health emergency messages as a preliminary step toward designing computer-based decision support for emergency message development, using science-based risk communication principles. Findings suggest that the collaborative culture of US public health agencies may hinder message development, even when public health staff is knowledgeable about risk communication theory.
