N2  - This paper provides a graphic and narrative mapping technique showing the behavior of fire and people in institutional buildings under emergency conditions. A case of a nursing home fire is illustrated. The technique maps the progress of the fire by realms of fire development and the critical events separating these realms. A parallel mapping is included for human behavior covering the behavior episodes and decisions involved. A conceptual framework and analysis of the basic concepts and approaches are included.     <p>The importance of evidence in speed camera debate</p>
