Community program, with population and risks beforehand defined, allows limited cost and specific response to the needs of the population, whereas global strategy concerns all the population and all types of injuries. The WHO Safe Communities concept, based on the right to live in a safe environment, is a model of prevention strategy for a community. The best efficacy is obtained by a combination of legislative strategy, health education and promotion of a healthy environment.
