N2  - In this speech given at the International Symposium on Occupant Restraint, Mr R.A. Peck, Jr, Administrator, National Highway Traffic Safety Administration (NHTSA), outlines the approach that the agency is going to take on public safety on the highways. NHTSA is going to undertake a massive public information and education campaign, involving both public and private organizations to include motor vehicle manufacturers, the insurance industry, health care providers automobile dealers, civic safety groups and others. The basic thrust of this campaign is going to be toward the use of active seat belts. One critical aspect of occupant restraint deals with the proper use of child restraint devices. Mr. Peck cites the case of Tennessee, which in 1977 adopted the first child restraint law in the United States, and Australia which enacted mandatory seat belt legislation in 1970.<p />
