Abstract

During the first five months after an agreement was reached between the authorities and striking masses, we have witnessed the government's continuing political provocations while at the same time we have seen economic conditions worsen. Such an explosive situation calls for a programme of action that could lead to a peaceful resolution of conflicts between 'Solidarity' and the authorities. This programme must be based on the agreement(s), and also on viable institutional arrangements. Furthermore, factors influencing the future model of powerholding are briefly analyzed. Finally, an outline of a new social contract is presented, specifying necessary delegation of power from the central authorities to in dependent social, economic and political bodies.
