Abstract

This study replicated earlier work reporting descriptive statistics from a review of state statutes concerning the collateral consequences of felony convictions in the fifty states and the District of Columbia. The current review reported that over time, focus shifted from collateral consequences of the politically punitive nature (i.e., restriction of voting rights, the right to serve as a member of a jury, hold office, and obtain public employment) to policies that were designed to protect the public. The current analysis placed this shift over time within the broad framework of media and political framing of news events and contemporary issues and explicated the role of the media, politicians, special interest, and public opinion in this process.
