Abstract

This article examines the use of well known queueing theory models to investigate the effectiveness of strategies for reducing prison population size. These strategies are (1) reduced or zero inmate admissions, (2) immediate release of some inmates, and (3) a reduction of the average time incarcerated. The usefulness of the quantitative models presented lies in their being able todetermine for any one of the strategies the likelihood of obtaining a prescribed reduction in prison population size within a preselected time interval. Parameter values can be changed in the model, allowing examination of a wide range of possibilities.
