Abstract

Traffic congestion is recognized as one of the most critical problems that city administrators must deal with in modern urban areas. This article provides an overview of the role that city administrator's play in planning, directing, and overseeing urban traffic and highway programs. The need for cooperation both within city governments and between cities and other government agencies in outlying areas is stressed.
