Abstract

A fall in Russian oil output for the first three months of 2008 is worrying Moscow's energy planners. The unspoken fear both in Russia and abroad is that output has peaked and is about to go into long term decline. Three months' figures are in themselves insufficient to enable any proper conclusions to be drawn about the long term prospects for Russia's oil production; but there are other signs that all is not well with the country's upstream sector.
