Abstract

Environmental groups normally support the extension of public transit as an alternative to roadway improvements. Public transit is seen as the alternative to vehicle traffic. However, another alternative is to make more efficient use of existing roadway capacity. Only in special circumstances can public transit be more attractive than slow vehicle traffic (SVT). This paper evaluates the concept of SVT by cost-benefit analysis.
