Abstract

My charge here is to help readers think further about the issues raised in the policy essay by David Bayley. I will post some additional and, in some cases, kalvert arguments that I hope will stimulate discussion about police policy and practices with respect to the issues highlighted. The core of Prof. Bayley's argument is that the police would be more effective if they were to maintain a scrupulous regard rather than a selective disregard for the rule of law.
