Abstract

Policies for Children and Youths' sexual trafficking should reflect the characteristics of children and youths. There needs to be a collaboration of the two kinds of policies, "punishment and protection," adapting to their characteristics. Current child/youth sexual traffic policies have largely two main attributes: first is the strong punishments for sexual purchasers, second is the non-existence of punishments for child/youth sexual workers. However, in cases where the purchaser of child/youth sexual workers is child and youths, there becomes a sentencing disparity between youths who purchase adult sexual workers and those who purchase child/youth sexual laborers. Also, for children and youths who was an unwilling sexual laborer, they should not be sentenced with juvenile adjudication. The "protection" in the Juvenile Act and victims of sexual traffic based on the Act on the protection of children and juveniles should not be considered the same. This study examines the current status of treatment of child/youth sexual laborers and provide and improvement plan. Targeting sexual victims in village for victims of sexual trafficking, the basic protection and support policies for sexual victims under the basic outline of 'Asylums and Vocational Training' is ineffective as a preventive, damage support policy. Regarding this limitation, this article suggests the following: Treatments for child/youth sexual traffic must reinforce itself as a protective policy for children and youths. There is a need for a unified control tower and especially a need for a casework-based approach system on children and youths. Also, the child/youths' need should be reflected in the protection and support of them. Finally, this article broke itself away from standardized educational courses and counseling, admission to facilities, rather, emphasized the importance of case oriented approaches.
